People visiting Tokyo from certain countries like the United States and the UK do not require a visa for a period of 90 days.

In case your stay is likely to extend beyond 90 days, then you would need to apply for a visa for further stay. All other nationals require a visa to travel to Tokyo and this visa has to be obtained before arriving in Tokyo.

Visa Requirements when Traveling to Tokyo:

You would need to apply for a Japan tourist visa to enter Tokyo and need the following documents to apply for a visa:

A passport with a minimum of 180 days of validity from the date of entry into Tokyo
One passport size photograph or 2"x2" sized photograph taken within the last 6 months needs to be submitted along with the visa application.
If you have a friend or relative in Tokyo, then you would need to provide a letter of invitation written by them to process the visa application and you should also need to provide their contact details along with valid phone number and email id on the letter of invitation. The letters required would be Letter of guarantee, Letter of invitation, proof of residence in Japan and proof of employment along with tax returns and income certificate which is also known as Gensen-Choshuhyo
In case you are going for tourism purpose then you would need to also provide hotel confirmation and itinerary.
You would need a confirmed onward or return ticket from Tokyo
